How can I get this lifted. I can't pay what I owe.

You did not state whether the Levy is from the IRS or State government. There are different procedures for both governments. The smartest thing you can do is to IMMEDIATELY hire a tax attorney.

There are many ways to get the levy released.

A Chapter 7 or Chapter 13 bankruptcy filing will automatically cause the IRS to release the levy without any negotiation. The bankruptcy could also eliminate the taxes, depending on how old they are.

Without bankruptcy, if you owe under $25,000 and can make monthly payments that would repay the liability in 60 months, the IRS will release the levy without any financial disclosure. This is called a streamlined installment agreement. If you do not qualify for it, the IRS will require full disclosure of what you make, spend and your assets. This could result in the IRS writing the account off as a bad debt if you cannot make any payments, and would release the levy. Other options include the offer in compromise program.
