Legal Question in Traffic Law in Ohio
accident on private property
I was parked in a bank parking lot and was hit by another car backing out. I was told that since it was on private property that I could not make a claim against the one who hit me. Is this correct?

That is completely incorrect. You can make a claim against the other person's insurance.
