Legal Question in Traffic Law in Ohio

The city of Parma Heights in Cuyahoga County Ohio runs a series of speed traps with Cameras.

5 lane main roads that normally would have a speed of 35 mph (~60 km/h) are all set to a low 25 mph (40 km/h). Hidden vehicles with speed cameras are place at spots along the main roads that are sure to net a handsome financial reward for the city.

In March 2013, Hamilton County (Ohio) Judge Robert Ruehlman ruled that speed camera's violate drivers rights under the Ohio State Constitution in a case involving the town of Elmwood Place.

Question: Does Judge Ruehlman's ruling apply to Parma Heights? If not, what would have to be done to make it apply? What should a person do if they receive a ticket in the mail generated from a hidden camera?

2. Argue that your local court should adopt Judge Ruehlman's ruling.
