Emergency vehicle right of way

An Emergency vehicle comes to a stop light signal.Sirens sounding and lights flashing.The emergency vehicles signal light is red.Emergency vehicle stops ,observes number of vehicles pulling to the side of the road and stopping in the green signal lane. Emergency vehicle proceeds into the intersection where it is hit ( T-Boned ) by a vehicle.The vehicle that hit the emergency vehicle had a green light.Who is at fault?

Ohio revised Code 4511.45(A) On the approach of a public safety vehicle with at least one flashing, light and an audible signal by siren, the driver of every other vehicle MUST yield the right of way, immediately drive to the edge or curb clear of any intersection, and stop until the vehicle has passed. A driver is not excused from this by voluntarily disabling himself from perceiving the signals by having the windows closed and radio on.

Basically, emergency vehicles always have the right of way.
