Extreme Traffic Punishment

I recently was involved in an accident in which I hit a guard rail and failed to report it. The guard rail was on private property, so said the citation. I received no punishment in court I just had to pay for the damage done to the rail. I paid in cash. However, I recieved a letter in the mail today (12/20/02)telling me that my license is now suspended until 11/21/05. I find this punishment to be extremely harsh considering I have paid for my damages. I have fifteen days to appeal my punishment and I intend to do so. Do you find this punishment to be fair? Is there any advice you could possibly give me to help me?

It's probably just an FRA suspension, where all you have to do to remain valid is file proof of insurance with the state. Check with your insurance agent.
