Legal Question in Traffic Law in Ohio

Failure to control??
I was going to turn a sharp right onto a road.... my wheels got caught in some gravel that was lining the side of the road.. the gravel pulled my car into a ditch...i tried to pull away but my car flopped in... the officer sided me for ''failure to control''.. but i was able to control how to drive the rocks just pulled me and there was nothng i could do.. if i fight this case in court saying the city should have a burm around the ditch ( the ditch is huge) .. and they shouldnt have it lined in gravel like that.. and make them aware that it was in no way my fault (because i dont think it is) could i win my case?? the only damage to my car was a little crack on the bottom right fender.. it is hardly noticable but the officer still filled out a report and sided me...he even said himself there wasnt much damage and he may not have to file a report.. but then he did.. please help me !!
