my friend got hit from behind (while she was completely stopped) and as a result hit the car it front of her. Who is at fault? Does it matter if she was stopped?

Re: hit from behind
It does matter that she was stopped. Was this on a freeway, or was it on a residential street? Was it night time? Did she have lights on? Could the other driver see her car clearly?
The test is whether the other driver should have seen her car and thus known that he had to stop.
