Is it illegal to allow someone without a license to drive your car?

Unless all of the driving occurs on private property that is closed to the public, it would be illegal to allow an unlicensed driver to drive your car. Although a shopping center parking lot is "private property" it is open to the public, so it would be illegal to allow an unlicensed driver to drive your car in a shopping center parking lot.
