Is it illegal in ohio to wear headphones while driving a motor vehicle?

ORC 4511.84 prohibits wearing headphones in both ears when listening to radio, music, or other recorded information. Doesn't appear to cover headsets used for talking on the phone, but local ordinances may.
There are certain exceptions for law enforcement, fireman, garbage truck drivers, and others.
