Legal to write a violation based on a witness?

My son has been asked to return to a local municipality where he is alleged to have been observed (not by a Police) driving on a road that was closed. Does he have to comply with the request to ''pick up'' a ticket which would be issued based on the witness of a third party (city maintenance worker or construction we think). I would not think that this would be legal, if he is subpoenad to appear will a warrant be issued, and can he be ''extradited'' from Dayton, OH to an outlying town? I can't believe this is happening....

He doesnt have to go there, but they will simply mail it to him. A third party witness can testify against him and the judge will have to determine whom to believe.
