Private lot responsibilty
If there is an accident in a private parking lot and the police come but not sitation is issued who is liable?.

It doesn't matter if it is on private property if they did something that caused the accident. You sue the other person civilly. Many times officers don't cite, but that doesn't stop you.

Even though on private property and a citation was not issued, the rules of the road still apply. Whoever had the right of way is the person who may bring a civil suit for damages as a result of the other party's negligence.
