Legal Question in Traffic Law in Ohio
If I was pulled over for a police officer running my plates and found out my license is suspended and have a warrent, does the police have to read me my rights before they arrest me?

When the police fail to read you your rights, the effect of that is anything you might have said to them cannot be used against you in Court. It's actually quite common for them not to read Miranda rights to people if they have no intention of actually interviewing them. In your case it sounds like everything he did was appropriate and quite common, that is, they get behind you, run the plates, run the owner, and check for suspensions and warrants.
