Reinstatement of Driver's License
I recently moved from Pennsylvania to Ohio, and my PA license had expired after that point (April 2000). Before leaving PA, I had a non-moving voilation on my vehicle, because the registration had expired. The fines/fees were almost $1000, which I still need to pay. My question is, I do not have a valid license at this point, and I need to drive. Can I apply for a license in this state of Ohio, despite my issues in Pennsylvania, and if so, what are the proper steps that I need to take. I do not want to get in any further trouble.

Under the Interstate Driver License Compact, which both Ohio and Pennsylvania have entered, one state cannot issue a driver license to a person whose license to drive in another state has been suspended. So you need to get your license reinstated in Pennsylvania.
