My son is going back to court for the second time for driving under a suspended license. Can he ask the judge to allow him a payment plan for the fines? What could happen with this?

Most courts will allow you to do a payment plan for your fines. As to what could happen, it depends what kind of suspension he was under.
Contact a local criminal attorney or the public defender's office for specific advice to your court.
