A ticket from an off duty police officer

My boyfriend was recently written a ticket by an off duty police officer for street racing. I was with him and thats not what we were doing even in the slightest. The officer miss judged the situation and assumed thats what was going on. My real question is are police officers who are off duty legally able to write a ticket? My boyfriend is in danger of losing his license until the age of 21 for something that he didn't even do. What is the best way to fight this in court? Is an attorny required?

Whether you hire your own attorney or have one appointed, if your bf will lose his license he needs an atty and will have to go to trial to convince a jury he was not drag racing. Prepare to defend him.
