Legal Question in Traffic Law in Ohio

I work in a large office complex. When I left work yesterday, there was a hand written note on my windshield from an Ohio State Patrol officer saying that before I left that day I was to contact her about an accident involving my vehicle. The note said that if I failed to stop by, criminal charges would be "pending". I called the number, and a very belligerent OHP officer said I was being accused of hitting a parked car in the lot and that they had a picture of my bumper touching the other car's bumper. Do I have to respond to this non-protocol way of communicating with me? The note was handwritten on a torn out piece of notebook paper.

The words, "you have the right to remain silent" are there for a reason. Regardless of what you would say, they will likely charge you if you talk to them or not. If they do, they will send you a summons in the mail and you will have to appear in court just like any other ticket.
