When can a estate executor remove personal property claiming abandonement

Your question does not contain enough facts to answer. The basic premise is that an executor cannot do things that benefit the executor personally. Property would be abandoned only if it needed to be removed to sell real estate or end a lease, the beneficiary to whom the property has been left fails to remove it, and the value does not justify putting in storage at the beneficiary's expense.
