debts of deceased

Does all the debts of a deceased person have to paid, (including the mortgage on property) before the estate is released from probate?

In a word, yes, assuming there are sufficient assets in the estate to pay off all of the debt. The executor, if granted the power by thw will, may sell whatever estate property in needed to pay off those debts.
