who decides who lives in house when both parents die without a will. i lived here for 17 years. paid land off built several buildings. they all know this but have no reciepts.

You have to file for an intestate estate in the probate court in the county in which your last parent died and administer part of the estate where the real estate is located. It will pass to the next of kin, which is you and any other siblings.
