I am divorced single mother. My ex has minimal supervised visitation. He has not been a part of her life over 2 years. In the event that something were to happen to me would I be able to give my parental rights to my mother so that he doesn't get custody?

I have had a similar situation and the result was the judge looked to the best interest of the child in his determination as to who will have the child. You can put in your will that you want to have your parents as your daughters guardian but there is no 100% guarantee that the court will follow it. The best interest of the child is the courts concern.
Keep a good record of his visits and missed visits, missed birthdays, missed holidays etc. this can be used in the future should there be a problem.
