Executors accounting

Is an executor required to give an accounting to all kin on how money is spent?

My father died leaving all to mom, sis had mom sign some papers and mom ended up in nursing home, sis sold all assets and does not speak to any family members, we are not sure where money is going and probate attorney will only talk to sis. We think she is skimming money for her own expenses. How can we protect mom?
