my father recently passed away and he had always told me and my sisters he had a will but my stepmother tells us he didnt have one

By your statement, it sounds like you don't believe your stepmom. If your dad had a last will and testament, then there would be some paper trail of its existence. What lawyers did your dad work with? What other professionals, i.e. bankers, investment advisers, etc?
