guardianship issue

I have co-guardianship of my sister with down's syndrome. the other co guardian is my older sister. yesterday we had a disagreement, and she informed me that i cannot see her. i did nothing wrong

If this is a guardianship granted through the court, I suggest you right a letter to the court about this incident. This will become part of the court record. You may want to tell your sister you are considering this option and perhaps an agreement can be worked out between you two.
