If an individual learns that they have been named as beneficiary in a deceased person's will, can he/she defer their inheritance to another individual(s) without legal or tax implications?

You can disclaim your inheritance. Then, you would be treated as pre-deceasing the testator under the will, trust, etc. You cannot decide who receives your inheritance. You are just treated as pre-deceasing the testator.
