I am assuming that your sister is the Executor/Administrator and is handling the estate administration. Since a year has passed, all claims are now known. The insurance proceeds are potentially an asset of the estate. The estate could make a partial distribution to beneficiaries leaving enough in the estate to handle future expenses (legal fees). This is typically in the discretion of the Executor/Administrator. I would inquire with your sister as to this possibility.
