Minor child survivor with deceased father receiving disability from OPERS. Grandparents had themselves listed as beneficiaries prior to the death of the minor childs father. By law who receives survivor benefits?

What do you mean that the grandparents had themselves listed? Was their son under duress or somehow defrauded?
