is a person who has power of attorney responsible for the person's debt? If not, then who?

The quick answer is no. However if you sign a contract, and do not sign it letting the other person know you're signing as a power of attorney, you would be personally liable. Make sure you sign your name comma (,) power of attorney for John Doe. Then the other person knows you are signing for someone else and not yourself personally.
