Is Power of Attorney in Ohio recognized in Texas? Or does it have to be notorized in Texas?

It should be recognized in Texas. The important thing is that the signature of the person who gave the power and the notary are from the same county.

To clarify, the signature of the person who gave the power and the notary are signing that they are in the same location in the state where the signing is taking place. Hope this makes sense.
