What happens if after a person dies, the person who is supposed to file the paperwork at probate court does not see any point in it.

Under Ohio law there are procedures for someone else interested in the estate (either someone who is named in the will as a beneficiary or someone who would inherit if there is not will) to apply to be appointed administrator and handle the estate.
