For Probate purposes, Is it best to have the same person on the TRANSFER ON DEATH BENEFICIARY DESIGNATION AFFIDAVIT and LAST WILL AND TESTAMENT as administrator?

Any property that passes by transfer on death will not pass through your will.

You should consult with an attorney who can help you with the ownership of your property and your wishes and makes sure that your goals are accomplished.
