my family member is 51 yrs old, he experienced severe lead poisoning as a child, was never treated. he has never been able to hold a job, chronic substance abuse, elderly mother, deceased father, unable to get him to willingly be assessed,treated or counseled. with probate court, no money and no help how can we get him at least to be seen, assessed, assisted

This is very difficult. Have your parents made provisions for him, for example, a special needs trust. Your mother might still be able to do this if she wants to set aside money for him. Another option, and this is not great, is to wait for him to present himself at a hospital or doctor's office. At that time, see if you can get an expert evaluation to use to establish guardianship.
