Sibling holding up setteling dad's estate

Father passed 1 month ago. Has bank accounts, stock, debts, home with utilities still on. 2 siblings live out of state,1 lives local. Local sibling has keys to home,deposit box etc. and says there is no will. local sibling allowed out of state siblings to look through decedents apt. There was no bank statements, no reciepts for past utility bills or rent, no past reciepts for yearly taxes. Strange. Local sibling will not sign papers to allow an atty to settle the estate.There was no beneficiary listed on bank accounts or stocks. How do the out of state siblings settle the estate without cooperation from the local sibling?

You need to hire an Ohio attorney for yourself in the county of your father's residence, and get the process started. If there is no will, each of the children have equal rights to the net estate. Cooperation of the locsl sibling is not necessary once an administrator has been appointed by the court. BTW, the estate has to remain open for a minimum of 4 months under the law.
