Sister preventing siblings from visiting grave of parents

Stupid question, but need to know. Parents died 1991, were cremated. Older sis paid to buy burial plot & bury cremains 1999. Older sis has said since myself, & a younger sis didn't offer to pay costs, she will get a restraining order to prevent anyone from visiting grave in public cemetary. Older brother died 2005, she says she will include his children in RO. I know this is not legal to do but need difinitive answer on this. None of us speak to older sis since 2000, she is difficult & irrational. Says since she bought the plot, owns the deed & paid for headstone that we have no right to visit. Please advise. Thanks in advance.

This is most likely an idle threat. The circumstances you have described do not fit the conditions of allowing a court-ordered restraining order.
