How to recieve a pardon of a felony conviction to restore my right to vote and b

I am seeking information as to how to obtain a pardon for a felony conviction in 1989. the conviction was for possesion of marijuana first offense with intent to distribute. I was sentenced to 10 years, 2years incarcerated, 8 years probation. served all the sentence trouble free and desperatly wish to gain my right to vote and bear arms again. Do I need to hire an atty. or simply file a request for a pardon. How do I go about obtaining this goal, for I have waited many years for the oppertunity to have my rights restored. Is it possible to do alone or must I hire an atty. If I don't have to hire an atty. where do I begin the process to obtain this pardon? Is there a fee to file for one as an individual? Do I have a fair chance that one will be granted? If so how long does such a process generally take? Well hope you can help me find a way to make this happen, I just don't know where to start,what my chances are, and will I have to spend a fortune trying to restore my rights, I have already spent 12 years of my life paying for my conviction of being labled a felon for a possesion charge. Dear Rehabilatator:

Your best resource is the California Penal Code which contains provisions covering the rehabilitation process. You may also obtain assistance from either your former probation or parole officer. It is not required that you have assistance of counsel but the code does permit you to have assistance of counsel. It takes a long time to obtain a certificate of rehabilitation but it is not impossible. My only available code was 11 years old so I cannot swear that Penal Code section 4852, et seq., is still accurate, but a review of an index should update the current applicable provisions.
