Legal Question in Bankruptcy in Oklahoma

I was in a car accidant in 06 (I was 17 then). I purchased the car a week before and did not have insurance on it yet because the owner said he is fully covered and covers me until his runs out (which was not the case). After paying off the involveds vehicle and finishing high school, I moved back home with my parents in Germany (I have dual citizenship). I then moved back to Oklahoma 2 years later (08) and found out my license is suspended because apperently the involved took me to court saying I did not pay them at all. The debt is over $12,000 and growing and due to this, I moved back to Germany recently because I could not get to and from work any longer. My plan for the future is to save enough money in Germany to move back to the states in a few years and get everything cleared up.

My questions are these:

1. Do I have to live in the US for a certain amount of time to file chapter 7 or could I file as soon as I get back?

2. Am I eligible to file when I'm earning � not $ now and can't show tax statements etc due to this?

3. Does debt like this expire after a certain time without any action on my part?

4. Would I be able to get a license in another state if I decided to move back to a different state without filing bankruptcy in OK and just paying off the debt I have that way?

5. And is there anything I need to be aware of in this matter in particular?
