Author contracts
Under contract to a publishing company, can an author re-issue the book under the same name, but add stories and add ''Revised Edition'' to the title and change the cover without obligation to the former publisher? Author holds the copywrite.

Based on the limited information you provided...no. There are many copywrite, proprietory and intellectual property laws to protect writers, originators and authors of books or publications. No publisher can or should be empowered with such a high level of authority. As such, there are many legal issues to consider.
