What would the liability be for a business where a person is moving a vehicle, that fall under the heading of a commercial vehicle because of weight and size, on private property and a injury occurs and the person driving is not duly licensed?

There are a lot of legal issues to conousider based on your questions and it would be difficult to provide an appropriate answer without further clarification. The circumstances surrounding this incident is not clear. Is the "person" an employee of the business? Is the vehicle "registered" as "commercial" and legally owned by a qualified or actual business? You are referring to the "business" as the "private property" in question? Did an injury occur because the "person" or "employee" was driving the vehicle? When you refer to the term "duly licensed" are you stating that the person had no CDL license or NO license. As you can see, without our ability to properly analyze the entire situation our responses are limited.
