I am wondering what the law says about where responsibility lies when a customer walks out on a tab at a bar/resturant. Also I am questioning how much of a percentage of tips should be tipped to the Bartenders from the waitress'. Are there any laws that outline these things specifically?

Yes. There are laws to protect you. You may want to the Equal employment and Equal pay laws, particularly, if you are compensated almost entirely based on daily tips and gratuities to be compensated and compensation is reported as part of your daily income.
