Is it lawful for employers to share personal information about their employees?
Is it lawful for a manager to share personal information about their employees with nonemployees or even other employees? For example, if an employee went to a conflict management seminar, can the manager tell others about that?

Hopefully someone else will also reply. It is possible that a violation of the Health Insurance Portability and Accountability Act ("HIPAA") occurred, if the conflict management seminar is considered personal health information. That answer I do not know. Also, HIPPA doesnt apply to all employers.
