Legal Question in Business Law in Oklahoma

Once a person is no longer an employee of a business, does that employee still have the right to view his personnel file or can they refuse saying since he is no longer employeed that it is the property of the business?

The employee has the absolute right to review his personel file and to obtain a copy. If you have difficulty, get a lawyer who knows employment law. He or she would assist you obtain the file from the employer who is wrongfully witholding the file.
