If I purcase name-brand clothing and make small changes to it, am I allowed to sell it on eBay or an eBay store?

No, this clothing is protected under trademark, franchise or intellectual property laws, you can be sued or brought to court to answer for the the altering of these products, particularly, if for resale or profit.
