Invasion of Privicay

Is it legal for an employer or school to put a camera which also records voices/conversations, in an employee/student breakroom?

Whether such an act would be unlawful depends a great deal on whether the state law of your jurisdiction prevents it. Generally speaking you do not have an expectation of privacy in a common area, and an employer may take reasonable steps to monitor a common area.
