What legal authority allows police to deny access to fire threatened areas by the owners of such property?In Okla. authorities won't let people into such areas thus depriving them of the right to protect their property and liberty to decide whether to evacuate valuables.

I understand your frustration but it is for your protection. Police have the discerned authority to vacate any area deemed unsafe or hazardous to its citizens, particularly, if the situation is declared unsafe by the governor or higher authority and they demand or issue this protection.
Secondly, in such cases as this, the police have no way of determining who will be affected by these disasters, especially fire danger and time is usually limited. They actually have have no choice but to select the perimeter of the areas affected by disasters so that everyone in the area is safe.
