Does the average Citizen have any legal standing to sue their US House Rep. for not upholding their oath of office?

No. On top of that, lawmakers are generally immune from lawsuits based upon the performance of their official duties. If such lawsuits were allowed, literally every member of Congress would always be faced with multiple court cases brought by people with different political views.
