Legal Question in Constitutional Law in Oklahoma
How can a college that recieves state and federal grants/funding legally ban all tobbaco use on campus including smokeless tobacco and other nicotine products such as the gum, E-cigs, nicoteen lozenges and so on.

There is no federal right to use tobacco on someone else's private property. To the contrary, it is well-established that property owners can forbid employees, customers, visitors, etc. from smoking on their premises. There is thus no contradiction between receiving federal funds and forbidding people to smoke on campus.
