what if my girlfriend was being hit by here parents and i offfered to let her move in but her parents wont let her and she is 16 years old is she able to move out.

Your best course of action is to report her parents to the proper authorities. Parents of a 16 year old have the right to say "no" to her if she asks to move out. She can try to seek emancipation under Oklahoma law.
