Legal rights to your files
If you ask your lawyer for a copy of everything in your file pertaining to your case does he have the right to refuse to give it to you?

Typically, no. The file is esentially yours...not the attorney's. If you ask for copies, he can charge you for them, but he should provide them to you. If you fire him, he has to turn the file over to either you or your new attorney.
If you have an attorney that is refusing to give you copies of documents in the file, contact the attorney complaints office of your State's Bar Association.
