Can a photographer go to a rofeo on private property and take pictures (that are thought to be for personal use) and photograph contestants without their knowledge and then sell those photos on the internet?

Yes. He is taking pictures of a public event, much like a football game. There are limits, however, so if the people are identifiable and object to having their likeness used to sell photos, they should contact local counsel with experience in "use of likeness" copyright cases to see whether they meet the conditions for being able to compel 1) a cessation of sales or 2) compensation.

There's no real "privacy" interest here in a public event other than the personal likeness issue.
