If I have A friend in Clev.Co.Jail,and I've already posted the bond on the State charges;and the F.B.I. put a ''F.B.I. HOLD'' on him;How long can they ''HOLD'' him,before they HAVE TO ''file'' on him,or ''release''him?

Your friend must have some legal obligation to show up somewhere else either to serve a sentence or go to trial on criminal charges. The FBI does not issue "holds" on its own, and they would be invalid if it did.
You will have to obtain a copy of the detainer to see what the underlying circumstances are, but generally law enforcement does not have to do anything but file the detainer and then come pick him up AFTER he has served his current sentence.
