can a school suspend a student for an inappropriate text message that was nonthreatening and sent from home during non school hours?

The answer to this question would depend on the circumstances ie, whether or not the person receiving the text message considered it offensive and/or life threatening. If the text was sent on a device issued by the school. Either way, without more information, it would be difficult to provide an appropriate response to your question.
However, if are no connects to the school or its rules or regulations, the answer is No...the school cannot suspend you for a personal text sent on personal time.
